A Ktarian operatie who spearheaded a Ktarian plan to gain control of the Federation Starfleet in 2368. Etana met William Riker while he was vacationing on planet Risa, and while under the guise of a romantic liaison, introduced a psychotropically addictive Ktarian game to Riker, who in turn spread it to the Enterprise-D crew. Because the game also affected the brain's reasoning center, Etana was able to control those people who had become addicted to the game. She planned to use the Enterprise-D crew to further her people's plot to gain control of Starfleet. ("The Game")
